It's from the movie My Fair Lady, which is about a Cockney flower girl who learns the rules of etiquette and how to speak properly. In the song, she declares May 20 Eliza Doolittle Day, so apparently fans have taken it seriously.

You would need a floor-length long-sleeved dress with a bodice and a straw hat with flowers in it, such as ladies would wear around the turn of the last century.

You can't learn a solid cockney accent in one day. I have her monologue from the play (Pygmalion) but I don't use the dialect. Talk about her transformation as a character. She becomes a well-mannered lady from a tattered street urchin. I'd address it to Henry Higgins or Freddy Eynsford-Hill. =D If you need inspiration, watch the movie of the musical, read the play, musical libretto, and the monologue from the play.
