There are several possibilities for poor growth of newly planted trees. Soil issues can cause problems. Have you had a soil test for pH? If the pH is extreme, either high or low, then growth could be suppressed.

However, I find more plants fail after planting due to installation problems. If roots are unhappy, then the plant won't grow. Is there water standing in the bottom of the hole? If so raise the plant.

More common is deep planting. Even 1/2 inch of soil over the top of a rootball is enough to slowly kill the plant. When transplanting it is important to make sure once the plant settles that it is no deeper than it was in the container. This means usually setting the rootball high. If the trees are too deep, they will slowly die, sometimes taking several years to do so. If they are too deep, dig them up and reset them at the proper height.

Water is the key ingredient for successful transplanting. Build a water a water ring of soil or mulch at the edge of the rootball. Fill the "bowl" with water if there is not rain or the soil is not moist once a day for 30 days. Slowly taper off over the next few weeks until the trees are only getting a good soaking once a week from rain or irrigation until the trees are established. This may take a year or so. Usually you can determine establishment by new growth occurring.

Use common sense, if there has been a lot of rain, don't water, soggy conditions can kill a tree. When you break down the water ring, spread the soil or mulch away from the trunk. Once the trees are established the use of an organic mulch is a good thing to suppress weeds and conserve moisture. Both lemon and mango trees are drought tolerant once established but produce better when irrigated during the dry season.
