The major thing is a special prayer for rain called Teffilat Geshrem. In Israel, Simchat Torah is aso celebrated the same day but in the diaspora it is not, Simchat Torah is celebrated the next day.
Shemini Atzeret concludes the holiday of Sukkot and brings the holiday of Sukkot to its conclusion in a state of perfection.
What is the significance of the Jewish festival Shemini Atzeret?
It's the end of the holiday of Sukkot. On the eighth day, we are all supposed to get together and celebrate the ending of the holiday, which coincides with Simchat Torah, celebrating the giving of the Torah. In Israel, both are on the same day. Since we live outside of Israel, an extra day of yom tov was added (the same way we get extra days at the beginning and ending of Passover and the beginning of Sukkot), and Sh'mini Atzeret became its own holiday by default. But it really doesn't have any major practices or rituals associated with it, and it has no special significance other than what it says in the Torah - on the last day of Sukkot, G-d wants us to get together. At the moment, it's Simchat Torah. Yesterday was Shemini Atzeret. Orthodox Jews do no creative work (which includes using electricity.)
