Importing pet puppies to China?
How long are you going to be in China? It sure seems like you'll be subjecting the puppy to a lot of needless anxiety, but that's my opinion.
You should know that it's a 30 day quarantine. Bringing a pet into China is somewhat complicated even if you have the proper veterinary health certificate and immunization record for the pet. It's recommend you utilize the services of a company that specializes in the entry process.
Your pet must be vaccinated at least 1 month but not more than 12 months prior to entering the country. A licensed veterinarian then completes the China International Health Certificate for endorsement by the Governmental Authority of your country. A copy of the Rabies Certificate should also be included.
The pet's owner's residential details in China must be provided and your pet is required to register with the police department in the city where you will reside.
Failure to comply with these regulations will mean that your pet may be refused entry and the relevant authority in consultation with an authorized veterinarian can decide to return the pet home, or place the pet in quarantine at the expense of the owner or natural person responsible for pet, or as a last resort, without financial compensation, put the pet down where the return trip home or quarantine cannot be arranged.
Upon arrival you should take your pet, fees (about RMB 150 per animal), and certificates to the animal and plant quarantine office (CIQ) at the airport.

The officials will keep the original rabies vaccination certificate and international health certificate.
If you are not using an agent then you should notify customs in advance that you will be arriving with your pet to ensure that there is someone at the CIQ office, usually there are CIQ staff on duty. Your pets require a 30-day quarantine in the Beijing (or other arrival city) CIQ designated facility:

The rate was approximately 1000 RMB (in 2008) for each pet (dog or cat), an extra charge of 100 RMB/day for extension period.

Did you take her to a vet about this? I'm sure it didn't happen just this past week so assuming you took her when you first noticed the problem the vet should have helped her out. If you didn't take her already and assuming it started a couple of months ago, she has suffered needlessly. I really hope everything turns out ok for her, and I will carefully avoid any 'responsible pet owner' lecture. Good luck!!
