I think it's great that you want to show your pride in your Scottish heritage. Would you be wearing your tartan on this day? or a leather/casual kilt? I would hope it would be your tartan. It is unclear, what type of school you are talking about, is it a high school or college? If it is high school, I would make an appointment to speak with your principle, vice principal or dean of students (whoever is in charge of the student body) and explain to that person that you want to express yourself through your Scottish heritage on the day that Congress has recognized. I would bring documentation backing yourself up. How culturally diverse is your school? Do any Muslims wear hijab? etc. Are there any other Scottish-Americans at your school that you could bring in as well to make your point?

What you may want to do, is present this as an opportunity to teach the school about Scottish culture. Present to this official that you want to wear your kilt as an opportunity to engage those around you to discuss your heritage and encourage Dialogue. Since you seem like you have an edge to your personality, standing up for yourself, they might think you wearing a kilt as a catalyst

for encouraging trouble.

In regards to pushing charges, check your student handbook and see if there is any mention of what is acceptable or not to wear to school. What provisions are made for those from different countries. You may have to petition them to change the rules. Good luck!
