A water birth is supposed to help the baby enter the world with less of a shock. When a baby is born traditionally, the baby is exposed to a loud, cold room...during a water birth, the water provides a barrier to the outside world allowing a buffer before the baby is exposed to the cold air. Since the baby is still "hooked" to you via umbilical cord, the bab is still using you to breathe.

I HAVE WIFE NOW FOR 1 YEAR IN PHILIPPINES AND SHE JUST GIVES BIRTH TO OUR DAUGHTER SO DOES THAT MAKE OUR BAB?

If you are a US citizen at the time of birth of your daughter and have the necessary residency requirements, YOU (not your Filipina wife) may bring her birth certificate on NSO paper to the US Embassy in Manila and register her birth. (Form DS 2029) As soon as you get that done, you may also apply for a US passport for her too. That is the easy part. Here is the link Your daughter IS already Filipino as evidenced by her birth certificate. You can apply for a Philippine passport for her as well if and when you plan to return to the Philippines in the future. Get it (apply) at the nearest Philippine consulate in the US.

You wife is another story IF she is Filipino. You will need to petition her via K-3 or CR-1 before she can come with you to the US. That takes like 12-18 months to complete from application to visa on passport. Here is a link to that.
