With 350,000 you might be opening a small department store say with between 7,000 and 20,000 SF.
As far as department stores go that would be very small.
In order to compete with the buying power of major department stores which are actually owned in groups and have massive buying power, I suggest closeout merchandise.

Why buy a department store when you can sell from home over the internet? Online shopping is replacing a lot of department stores. Must remember that the local government taxes would be very high in the business category and whenever buying anything you must factor into the price the cost of taxes and worst case scenario if you don't get any sales, as you still will have expenses such as power, phone, taxes to pay.
Best to start off small from home. Open a shop in the front room if you live on a road where people can park. People won't stop to shop if there isn't parking outside or on the grounds. Rent a house and live in the back and use a front room as a shop. You'll need a permit first so check it out down at your local government council.
Some people have mobile businesses and sell from the back of a van or truck. Lots of people don't have transport and you'd need to find out where your market was and what they want. Go on a business course that could help you organise such a business.
century 21 department store...?
Century 21 department stores carry Juicy Couture, True Religion, SoLo, Junk Food, Betsy Johnson, Steve Madden, Versace, Gucci. The list goes on. Prices range from like $10 to over $100. If you go on a good day you can get a pair of True Religion for like $60. I'd bring at least $100 when you go.
It can get expensive but if you compare what you are paying to what the normal price is you are actually saving a lottttt of money. That store is amazing! I got a Betsy Johnson bag for $50 when if I would have gotten it at a Betsy Johnson boutique I would have spent $300.
If you go to the one in the city then yes it is crowded and hard to move around in, but if you go to the one on Long Island its only 3 levels and more space to move around in. The one in the city is usually full of tourists so it is way more crowded and dirty.
